The present paper’s aim is to speculate on the contribution that infrastructural investment might/could make to the reduction of poverty. It is intended to stimulate critical reflection about infrastructural spending, labour intensification, and the EPWP, discussion about which all occur within a climate of increasingly energetic debate about developmental states. Debates over the problems and possibilities of developmental states reach back quite a long way into history. It is not the purpose of this paper to engage in any depth with the literature on the topic. Even so, it is necessary, before beginning, to say a few words about the way in which the ANC conceives of the developmental state.
