This paper discusses the extent to which labour intensive infrastructure creation contributes to employment and poverty alleviation, as proposed at the African Heads of State and Government at the Extraordinary Summit of the African Union on Employment and Poverty Alleviation (September 2004), and how such interventions might offer some measure of social protection for the working age poor.
